At its Annual Council meeting last Thursday (20th May) Reigate & Banstead Borough Council held its annual elections to key positions, including the Mayoralty, Deputy Mayoralty and Leadership of the Council.
Cllr David Pay, a ward Member for Redhill West, was elected Mayor for the forthcoming year, and Cllr Graeme Crome, a ward Member for Merstham, was elected his Deputy Mayor.
Cllr Mrs Joan Spiers was re-elected as Council Leader and Cllr Victor Broad as Deputy Leader, and the eight Executive Members that make up the Council’s Executive for the 2010/11 municipal year were also elected as follows:
- Finance (in addition to being Deputy Leader) – Cllr Victor Broad
- Leisure & Wellbeing – Cllr Adam De Save
- Planning, Transport & Housing – Cllr Mike Miller
- Environment – Cllr Julian Ellacott
- Enforcement – Cllr Steve Farrer
- Regeneration – Cllr Allen Kay
- Personnel & Organisational Change – Cllr Roger Newstead
- Partnership & Communities – Cllr Mrs Ros Mill
Cllr Ros Mill is the new addition to the Executive, taking over responsibility for the Partnership and Communities portfolio, formerly held by Cllr Dr Daniel Poulter who resigned his seat on the Council prior to the General Election, when he was elected to the House of Commons for the Central Suffolk and Ipswich North seat.
Cllr Julian Ellacott, a ward member for Redhill West, retains the Environment brief, covering the Council’s refuse and recycling services, parks and its energy efficiency programme.
The meeting also marked the end of the Mayoral year of Cllr Richard Mantle, who had nominated Redhill & Reigate YMCA as one of his three charities for the year. At the meeting his Deputy Mayor, Cllr Mrs Jill Bray, revealed that they had raised a total fo £40,024 for the three charities – a record for recent times.
Cllr Mrs Spiers also gave a vote of thanks to council staff for their work over the last year.

Cllr Richard Mantle has distinguished himself in all his charity support, let alone his involvement with life in the area. He will certainly be a hard act to follow!
Andrew – Richard (and Ruth his wife, together will Jill as Deputy Mayor) were indeed a formidable team and will be hard to follow. I am sure that David and Barbara will have an excellent year and do the Borough proud. It is a relatively rare occurrence for a Redhill councillor to have the Mayoralty and notable that David has been elected for a second time.
